Rick Simmers, chief of the Ohio Department of Natural Resources' Division of Oil & Gas Resources Management, identifed Loudon Township.
To date, the state has permitted 80 wells in the township, of which 45 have been drilled.
None are in production because there are still no pipelines, Simmers said.
